The Property Management Services Authority (PMSA) announced today that over $300 Million has already been granted under the Anti-epidemic Support Scheme for Environmental Hygiene and Security Staff in Property Management Sector (the Scheme) before the deadline for application of April 30, benefitting over 31,000 frontline property management (PM) workers and covering over 3,200 blocks of private residential, composite, industrial and commercial buildings.
As of April 28, the PMSA has already received close to 14,000 applications covering nearly 120,000 frontline PM workers in enumerated cases, while a large quantity of applications just received has yet to be enumerated. It is also anticipated that many more applications would be received in the coming few days before the deadline for application. The total number of frontline PM workers applying for allowance under the Scheme will be announced shortly in due course.
The PMSA has been commissioned by the Home Affairs Department to administer the new round of the Scheme and carry out the vetting and disbursement work. The Scheme began accepting applications since February 28 and each eligible frontline PM worker may receive a monthly allowance of $2,000 for a maximum of five months during the subsidised period (i.e. February to June 2022).
PMSA Chairperson Mr Tony TSE emphasised, “Besides frontline PM workers for eligible properties directly employed by property management companies (PMCs) or owners’ organisations (OOs), workers employed by security or cleansing service contractors engaged for the properties and frontline workers employed by premises within the properties are also eligible. Frontline PM workers of all job types can benefit and apply for allowance, whether full time, part time or substitute workers.”
This round of the Scheme aims to benefit frontline PM workers performing duties related to security or environmental hygiene in private residential, composite (commercial cum residential) buildings and industrial and commercial buildings. If the cleansing or security staff provide service in other venues such as hospitals, schools, etc, they would not be eligible under this Scheme. There would be separate arrangement under the Government’s Anti-epidemic Fund.
In the first round of the Scheme implemented in 2020, the PMSA had disbursed over $1.1 billion in subsidies benefitting over 160,000 frontline PM workers.
