The Property Management Services Authority (PMSA) launches TV and radio announcements in the public interest (APIs) with the theme of “A New Milestone for Property Management – Regulation Breeds Professionalism” which will be broadcast by television and radio stations in Hong Kong from today onwards to remind the public that property management companies (PMCs) serving their properties have to be licensed from August 1, 2023 onwards in order to continue to provide property management (PM) services seamlessly in accordance with the law after the transitional period of the PM industry licensing regime (up to July 31, 2023).
The PMSA Chairperson Mr Tony TSE said, “Less than 400 days remain in the transitional period of the PM industry licensing regime. The PMSA has noticed that there are already owners’ organisations stipulating PMCs holding licence issued by the PMSA as a prerequisite or a preference when tendering for PM services, especially for service contracts which transcends the transitional period to ensure that the concerned PMCs would be able to provide services with licence in accordance with the law after the transitional period. This situation reflects that the public is gradually realising the importance of the PM industry licensing regime and that the Hong Kong PM industry is heading towards the new milestone of enhanced professionalism and quality.”
Chairperson TSE added, “Through launching a new series of TV and radio APIs, the PMSA wishes to appeal for members of the public to pay attention to whether the PMCs they have engaged are licensed and to remind PMCs not yet licensed to submit licence application soonest possible so that the processing work can be staggered orderly to avoid the risk of such work being affected due to processing a large number of licence applications within a short period of time when approaching the end of the transitional period.”
The new series of TV API, through showcasing four different scenes of frontline PM workers providing services including a security guard assisting an elderly person on a wheelchair, a carpark staff directing traffic for the owners, children safely playing with cleaned and disinfected playground facilities in a clubhouse and PM workers preparing for typhoon, reflect the idea that owners live and work comfortably while PM workers carry out their tasks behind the scene. The TV API has specifically adopted vibrant colours to denote a fun, vibrant and positive attitude, offering a different angle of view in respect of the PM industry moving towards the new milestone. The new series of TV and radio API have been uploaded onto the PMSA website (www.pmsa.org.hk/en/information-centre/publicity/) for the public to view and listen to.
Since the implementation of the PM industry licensing regime from August 1, 2020, the PMSA has issued over 7,600 property management practitioner (PMP) and PMC licences. Over 270 PMCs have submitted licence applications, of which 88 have successfully been licensed.
Owners’ organisations and the public may inspect the register with the information of licensed PMCs as well as PMP licence holders, including their name and licence number, through the following channels:
- Register of licensees (online version) – available at the PMSA website https://eapplication.pmsa.org.hk/registers/ ; or
- Register of licensees (original version) – available at the PMSA office (Units 806-8, 8/F., Dah Sing Financial Centre, 248 Queen’s Road East, Wan Chai, Hong Kong) during office hours.
Starting from 1 August 2023, all PMCs providing properties (subject to deeds of mutual covenant) with more than one category of prescribed PM services, as well as PMPs designated for managerial or supervisory role in such PMCs for providing PM services, must hold valid PM licence in order to continue to provide PM services in accordance with the Ordinance. If still not yet licensed by that time, the provision of PM services will be affected.
