In accordance with the requirement stipulated in the Property Management Services Ordinance (Cap. 626), the Property Management Services Authority (PMSA) published for public inspection in the Gazette today the list of licensees as of 31 July under the licensing regime for the property management industry (licensing regime). The list contains the information about a total of 3,720 licensed property management practitioners (PMPs) and property management companies (PMCs).
Mr Tony TSE, the PMSA Chairperson said, “The licensing regime for the property management industry has come into operation for one year since last August. The PMSA has issued 4,000 licences (as of 20 August 2021), whereby formal PMP and PMC licences account for 56%, while provisional PMP licences account for 44%. It reflects the industry’s support to the licensing regime.”

The licensing regime aims to encourage and assist the property management (PM) industry and its practitioners to strive for enhancement in quality and professionalism through formulating and implementing a licensing regime and other complementary measures which tie in with the situation in Hong Kong. To allow the industry sufficient time to adapt, there is a 3-year transitional period under the licensing regime (1 August 2020 to 31 July 2023). PMPs who do not meet the relevant criteria for academic and/or professional qualifications but possess the specified work experience may apply for provisional licence during the transitional period and attend PMSA Specified Courses (Specified Courses). Upon completion of the Specified Courses within the validity of the provisional licence, they may apply for formal PMP licence without fulfilling the academic and/or professional qualifications required.
Chairperson TSE added, “One year has passed for the 3-year transitional period of the licensing regime. I hereby appeal to the PMPs who possess the specified PM work experience but do not meet the academic and/or professional qualifications to seize the opportunity and apply for provisional licence. They could then attend the Specified Courses as early as possible and upon completion, they could apply to become formal PMP licensees. The PMSA has already simplified the procedure to facilitate the provisional licensees to apply for formal licence.”
The PMSA has appointed 4 educational institutes to provide the Specified Courses, including the Hong Kong Institute of Vocational Education, Vocational Training Council; Li Ka Shing School of Professional and Continuing Education, The Open University of Hong Kong; School of Continuing and Professional Education, City University of Hong Kong; as well as School of Professional Education and Executive Development, The Hong Kong Polytechnic University. The Specified Courses have been included in the Reimbursable Course List under the Continuing Education Fund (CEF). Upon completion of the courses, graduates can apply for the CEF to subsidise the course fees.
