Property Management Services Authority (PMSA) announced today that it is commissioned by the Home Affairs Department again to implement the “Anti-epidemic Support Scheme for Property Management Sector” (ASPM) (Phase II) under the “Anti-epidemic Fund” launched by the Government, with the scope extended to cover industrial and commercial buildings.
Under the ASPM (Phase II), the following support will be provided to industrial buildings which cover factories, trading buildings, and cold storage / warehouse; as well as commercial buildings which cover office buildings, shopping malls (also carparks located inside shopping malls), hotels, and markets:
- “Anti-epidemic Hardship Allowance”: To subsidise eligible property management companies (PMCs) / owners’ organisations (OOs) to give each frontline property management worker (i.e. workers assisting in cleansing and security work) a monthly allowance of HK$1,000 for four months, subject to a cap of 12 headcounts per eligible building block.
- “Anti-epidemic Cleansing Subsidy”: Eligible PMCs / OOs will be given a lump sum subsidy of HK$4,000 for every eligible industrial and commercial building for purchase of cleansing products and anti-virus equipments.
Mr Tony TSE, the PMSA Chairperson said, “I would like to thank the Government for accepting the views of the industry to extend the scope of the ASPM to cover a wider range of properties. In addition, based on the unique features of industrial and commercial buildings, the funding cap is increased so that more frontline property management workers can benefit from the scheme.”
To allow PMCs and OOs more time to prepare for their applications while reducing social contact, the application deadline for ASPM (Phase I) is extended to 31 May 2020, wheares that of the ASPM (Phase II) is 15 June 2020. Late submissions will not be accepted.
As for the ASPM (Phase I), over 8,000 applications were received, of which over 2,100 applications have been approved, involving subsidies of more than HK$75 million as of 24 April 2020.
PMCs / deed of mutual covenant managers as well as OOs are able to apply for the subsidies via the following channels:
