The Property Management Services Authority (PMSA) announced today that, following an open recruitment, Mr Leung Tung-choi, Thomas has been appointed as the Chief Executive Officer with effect from January 1, 2019.
Mr Leung graduated from the former School (now named Faculty) of Architecture of the University of Hong Kong. After practising in an architect’s firm and acquired qualifications as a professional architect and Authorized Person, he joined the former Buildings and Lands Department (now named Buildings Department) of the Government in 1987. He has worked in various divisions and served as Assistant Director of the Buildings Department from early 2014 to mid-2018. After retirement, Mr Leung served as a contract consultant for the Steering Group of the Planning and Lands Branch in the Development Bureau.
Mr Tony Tse, the PMSA Chairperson, said, “Apart from his expertise in buildings, Mr Leung has profound experience in planning, launching and implementing various regulatory regimes, including licensing systems, during his service in the Buildings Department. Mr Leung’s professional knowledge and extensive public administration experience will help implement the statutory functions of the Authority, and assist the Authority in maintaining close liaison with the relevant government departments, industry and stakeholders to encourage the property management industry in striving for enhancement in quality and professionalism for better living environment.”
The PMSA is a body corporate established in accordance with the Property Management Services Ordinance (Cap. 626). Its principal functions are to regulate and control the provision of property management services in Hong Kong by the licensing of property management companies and property management practitioners; to promote the integrity, competence and professionalism of the profession of property management services; and to maintain and enhance the status of the profession of property management services.
