In accordance with the requirement stipulated in the Property Management Services Ordinance (Cap. 626), the Property Management Services Authority (PMSA) published in the Gazette today the list of licensees as of 31 January under the licensing regime for the property management industry (Licensing Regime) for public inspection. The list contains the information of more than 1,850 licensed property management companies (PMCs) and licensed property practitioners (PMPs).
The PMSA has so far received over 3,300 licence applications since the Licensing Regime came into operation on 1 August 2020. As of yesterday (18 February), the PMSA has issued over 2,000 licences for PMPs and PMCs.
Mr Tony TSE, the PMSA Chairperson said, “The Licensing Regime has been launched for six months and the PMSA has issued more than 2,000 licences, whereby formal PMP and PMC licences account for about 54%, while provisional PMP licences account for about 46%.”
Chairperson TSE supplemented, “Publication of the list of licensees in the Gazette can increase the transparency of operation in the industry, and strengthen monitoring and regulatory effect. It can help drive the development of the industry for enhancement in quality and professionalism, while the public can access more comprehensive information, and with greater protection, in selecting and engaging property management services.”
To allow the industry sufficient time to adapt, there is a three-year transitional period under the Licensing Regime. PMPs who do not meet the relevant criteria for academic and/or professional qualifications but possess the specified property management work experience may apply for a provisional licence first and attend a PMSA Specified Course (Specified Course). Upon completion of the Specified Course within the validity of the provisional licence, they may apply for a formal PMP licence without fulfilling the academic and/or professional qualifications required.
The PMSA has appointed 4 educational institutes to provide the Specified Courses, including the Hong Kong Institute of Vocational Education, Vocational Training Council; Li Ka Shing School of Professional and Continuing Education, The Open University of Hong Kong; School of Continuing and Professional Education, City University of Hong Kong; as well as School of Professional Education and Executive Development, The Hong Kong Polytechnic University. The Specified Courses have been launched gradually since October last year. There are so far 9 open enrollment classes and 10 corporate classes (i.e. individual PMCs have engaged the institutes directly to provide Specified Courses for their employees). The total number of students up to now has exceeded 600.
Chairperson TSE added, “It is expected that, upon completion of the first batch of the Specified Courses within this month, those graduates who hold provisional PMP licence will apply for the formal PMP licence, and the number of formal PMP licences issued will increase accordingly.”
The Specified Courses provided by the aforesaid 4 institutes have been included in the Reimbursable Course List under the Continuing Education Fund (CEF). Upon completion of the Specified Courses, graduates can apply for the CEF to subsidise the course fees. For students to attend the Specified Courses of the 4 institutes conveniently, class locations cover Hong Kong Island, Kowloon as well as the New Territories.
