The Property Management Services Authority (PMSA) announced today that since the property management industry licensing regime (Licensing Regime) came into operation in August last year, over 3,200 bookings for licence application had been received and amongst which, the applicants of over 3,000 cases had submitted application documents to the PMSA. As of yesterday (9 February), over 2,000 licences for property management practitioners (PMPs) and property management companies (PMCs) had been issued.
Mr Tony TSE, the PMSA Chairperson said, “Though the Licensing Regime has just been launched for six months, the PMSA has issued more than 2,000 licences, whereby formal PMP and PMC licences account for 54.1%, while provisional PMP licences account for 45.9%. I hereby appeal to the industry practitioners and PMCs to apply for the relevant licences as soon as possible, and work together to promote the industry’s development for enhancement of quality and professionalism.”
To allow the industry sufficient time to adapt, there is a three-year transitional period under the Licensing Regime. PMPs who do not meet the relevant criteria for academic and/or professional qualifications but possess the specified property management work experience may apply for a provisional licence first and attend a PMSA Specified Course (Specified Course). Upon completion of the Specified Course within the validity of the provisional licence, they may apply for a formal PMP licence without fulfilling the academic and/or professional qualifications required.
The PMSA has appointed 4 educational institutes to provide the Specified Courses, including Hong Kong Institute of Vocational Education, Vocational Training Council; Li Ka Shing School of Professional and Continuing Education, The Open University of Hong Kong; School of Continuing and Professional Education, City University of Hong Kong; as well as School of Professional Education and Executive Development, The Hong Kong Polytechnic University. The Specified Courses have been introduced since last October. Enrollment of the first batch of students is satisfactory. The second batch enrollment has also commenced. There are so far 9 open enrollment classes and 10 corporate classes (i.e. individual PMCs have engaged the institutes directly to provide Specified Courses for their employees). Total number of students up to now has exceeded 600.
The Specified Courses have been included in the Reimbursable Course List under the Continuing Education Fund (CEF). Upon completion of the Specified Courses, students can apply for the CEF to subsidise the course fees. For the students to attend the Specified Courses conveniently, class locations cover Hong Kong Island, Kowloon as well as the New Territories.
Chairperson TSE supplemented, “In order to ensure the teaching quality of the Specified Courses, the PMSA will send staff to the relevant institutes for inspection, so as to affirm that the teaching contents of the Specified Courses provided by the institutes comply with the established course syllabus, and that the institutes carry out the quality assurance measures specified by the PMSA.”
