Over 3,700 property management licences issued
Over 1,400 students enrolled in Specified Courses
Letter issued to property management companies in the territory to appeal
for early licence application
The Property Management Industry Licensing Regime (Licensing Regime) came into operation on 1 August last year, and the first year of its 3-year transitional period has just ended. As of July 2021, the Property Management Services Authority (PMSA) has issued over 3,700 licences for Property Management Practitioners (PMPs) and Property Management Companies (PMCs). About 56% of the PMP licences are formal licences while the rest are provisional licences.
During the transitional period, PMPs who possess the specified property management work experience but do not meet the relevant criteria for academic and/or professional qualifications may apply for a provisional licence. Provisional licensees, upon completion of a PMSA Specified Course (Specified Course) within the validity period of their licence, may apply for formal licence without fulfilling the academic and/or professional qualifications required. Since the roll-out of the Specified Courses last October, more than 40 classes have already been launched. The total number of students enrolled in the classes exceeds 1,400, and over 500 of them already successfully completed the course. Many of them had immediately applied for the formal PMP licence.
Mr Tony TSE, the PMSA Chairperson, said, “The implementation of the Licensing Regime has progressed positively and the public is very keen that PMCs in the territory should obtain licences as soon as possible for enhancement in professionalism and quality. This will also enable the PMSA to effectively carry out its regulatory functions. PMCs and PMPs are thus encouraged to apply for licences early to tie in with the licensing regime, to enhance their competitiveness as well as consumer confidence in property management services.”
As the Licensing Regime marks its first anniversary, the PMSA has recently issued a letter to PMCs in the territory and appeal for them to apply for licence as soon as possible, in support of the Licensing Regime and in response to the aspirations of the public for effective regulation of the industry by the PMSA.
The implementation of the Licensing Regime by the PMSA aims to encourage and assist PMCs and PMPs in striving for enhancement in professionalism and quality through formulating and implementing a licensing system and other complementary measures that suit the situation in Hong Kong.
After the transitional period has ended, a PMC providing more than one category of property management services to a property that is subject to deeds of mutual covenant has to hold a PMC licence; and a PMP assuming managerial or supervisory role in the property management services provided by the PMC to a property has to hold a PMP (Tier 1) licence or PMP (Tier 2) licence.
