The licensing regime for property management (PM) industry has come into operation on 1 August 2020. Through formulating and implementing a licensing regime and related complementary measures that suit the situation in Hong Kong, the Property Management Services Authority (PMSA) aims to encourage and assist the PM industry and its practitioners to strive for enhancement in quality and professionalism.
Property management companies (PMCs) and property management practitioners (PMPs) can make appointment and submit licence application via the PMSA’s website.
The PMSA met with various property developers including representatives from K. Wah International Holdings, Nan Fung Group and Wheelock Properties via video conferencing yesterday to encourage their PMCs and PMPs to apply for licence as soon as possible. Licence application details were explained and questions about the licensing regime and criteria were addressed. There was also in-depth discussion on various related issues.
Mr Tony TSE, the PMSA Chairperson said, “More than 600 appointments for PMC and PMP licence application have been made in just two weeks since the licensing regime was launched early this month, and application documents have already been received in 200 cases, reflecting the industry’s support for the licensing regime. I hereby appeal to PMCs and PMPs that they should apply for licence as soon as possible and join hands with the PMSA to enhance the quality and professionalism of the PM industry.”
The PMSA has organised 32 online sessions in July and August to provide briefing for more than 30 PMCs and professional institutions, including the MTR Corporation Limited and the Hong Kong Institute of Housing, etc on the details of the licensing regime.
Under the licensing regime, there are two types of licences, namely, the “Property Management Company Licence” and the “Property Management Practitioner Licence”. To allow the industry sufficient time to adapt, there will be a three-year transitional period after the licensing regime has come into operation. During the transitional period, PMCs and PMPs may choose, but are not required to apply for licence.
