Manager (Administration & Resources Management)

Responsibilities
- Report to the General Manager (Operation & Service) of the PMSA;
- Lead the human resources (HR), procurement and administration division; and
- Provide secretariat support to the PMSA to execute its statutory duties.
The main duties are as follows:
- Oversee full spectrum of HR services including manpower planning, staff recruitment, compensation and benefits, performance management, training and staff relations;
- Lead and manage the ongoing enhancement/revamp of HR and administration systems;
- Oversee the office administration including but not limited to record management, facilities management, insurance, security and lease renewal;
- Manage procurement activities and process in line with procurement policies and guidelines;
- Undertake review, planning and implementation of HR and administration policies and procedures to meet service needs and ensure compliance with the relevant ordinances and regulations; and
- Ensure the functioning of the PMSA Secretariat including but not limited to organising board and committee meetings, preparing and maintaining minutes, notices and resolutions, liaising with relevant stakeholders and organising records and archives;
- Carry out other executive duties including ad-hoc projects and assigned tasks.
Requirements
The candidate should possess the following attributes:
- A bachelor degree or above;
- A minimum of 8 years of relevant working experience, of which at least 3 years in a supervisory role;
- Experience in government departments, public sectors or authorities is an advantage;
- Strong interpersonal and problem-solving skills;
- High integrity who can be entrusted to maintain confidentiality of sensitive information;
- Positive attitude and ability to work under pressure; and
- Good command of Cantonese and English, and written Chinese and English.
Terms of Appointment
Remuneration will be commensurate with qualifications and experience. A 3-year contract will be offered to the successful candidate. The PMSA is an equal opportunity employer and welcomes applications from all qualified candidates.
